Komentar Raffia Gregoriana povodom nedavne posjete BiH

Uvijek je divno ponovo doći u Bosni i Hercegovinu, vidjeti drage prijatelje i kolege, prošetati ulicama koje tako dobro poznajem, sjetiti se mnogih bitaka koje smo zajedno vodili i ciljeva koje smo zajedno ostvarili. Pa, iako sam dosta toga već uradio tokom mog nedavnog putovanja,  primarni razlog zbog kojeg sam došao u BiH je posjeta BiH u svojstvu novoimenovanog direktora za multilateralne poslove u Uredu za borbu protiv terorizma u State Department-u. Da budem precizniji, u sklopu Biroa za borbu protiv terorizma i nasilnog ekstremizma koji nosi ovo ime od prošle sedmice. Razlog njegovog preimenovanja nije samo semantičke prirode, nego odražava i važan pomak u načinu na koji Sjedinjene Države gledaju na globalnu borbu protiv terorizma – i u obliku sadašnje borbe koja se odvija i dugoročnog izazova prevencije terorizma.  

Šta stvarno podrazumijevamo pod izrazom “borba protiv nasilnog ekstremizma”? To znači proaktivno djelovati da bi se spriječili pokušaji nasilnih ekstremista da radikalizuju, regrutuju i mobilišu svoje sljedbenike za nasilje. Ova aktivnost počinje identificiranjem i bavljenjem određenim faktorima u zemljama, zajednicama i društvima u kojima nasilni ekstremisti lakše privuku ljude da slijede njihovu ideologiju. Ti faktori su problemi  koji su vama koji živite ovdje u BiH jako dobro poznati – korupcija, nepostojanje ekonomskih šansi, te percepcije diskriminacije određenih etničkih i vjerskih skupina.  

Zajedno sa objavljivanjem informacije o promjeni imena biroa čiji sam sada direktor, došla je i nova strategija, strategija koja se više fokusira na sprečavanje pojave i porasta terorističkih prijetnji.  State Department, zajedno sa USAID-om, proširuje svoje partnerske odnose i programe za borbu protiv nasilnog ekstremizma sa brojnim akterima u vladinom i nevladinom sektoru širom svijeta, pojačavajući i svoj diplomatski angažman u borbi protiv nasilnog ekstremizma. Šta sve ovo o čemu govorim znači u kontekstu BiH? Kako ambasadorica Cormack često ističe, mi imamo dosta čvrstu saradnju sa institucijama u BiH što se tiče borbe protiv terorizma – kada je riječ o njenom direktnom operativnom aspektu. 

Borba protiv nasilnog ekstremizma je duga i teška borba, ali prema jednoj slavnoj rečenici engleskog filozofa Edmunda Burkea: “Da bi zlo pobijedilo, potrebno je jedino da dobri ljudi ne urade ništa.” Ohrabren sam spremnošću mojih prijatelja i kolega ovdje, u vladi, akademskim institucijama i civilnom društvu  da se bave  izazovima s kojima se suočavamo i bolje ih razumiju.. A, kada govorimo o vrlo realnoj opasnosti od ISIS-a ili takozvane Islamske države, želim posebno istaći hrabri potez reisa Kavazovića da se suprotstavi nasilnom ekstremizmu i da ga osudi. Iskreno govoreći, stalno suprotstavljanje izobličavanju islama, osuđivanje nasilja i promoviranje stoljećima duge tradicije inkluzije i suživota predstavljaju najljepšu tradiciju BiH.      

Nije tajna da su, nakon svih ovih godina, Sjedinjene Države i dalje čvrsto opredjeljene za dobrobit svakog građanina u Bosni i Hercegovini. Sjedinjene Države takođe su čvrsto opredjeljene,  i u zemlji i u svijetu, za slobodu religije i pravo svih vjernika, bez obzira kojoj vjeri pripadaju, da se izražavaju i svoju vjeru prakticiraju u miru. Tu jednostavno nema mjesta pravu na zagovaranje nasilja 

Ali, ima jedan dio koji ovdje nedostaje – vaša uloga, uloga građana BiH. Istina je da “borba protiv nasilnog ekstremizma” počinje jednostavnim suprotstavljanjem ekstremizmu, a odgovornost je svakog građanina svake zemlje da odbije netoleranciju. I dalje pažljivo pratim šta se dešava u BiH. Nemam iluzija u vezi sa izazovima koji su pred nama i znam jako dobro da korištenje negativne, nacionalističke retorike može ugroziti stabilnost, bezbjednost i osnovno blagostanje brže i više nego bilo koji mali broj nasilnih ekstremista. Ali, lično sam se uvjerio i šta građani BiH mogu zajedno izgraditi kada se fokusiraju na to i siguran sam da najbolje tek dolazi. Vi i ne zaslužujete ništa manje.

It is always good to come back to BiH, to see dear friends and colleagues from years past, to walk the streets I know so well, and recall our many collective struggles and achievements.  And while I did a fair amount of that on my most recent  trip, I was there primarily in my new role as the Director of Multilateral Affairs for the State Department’s Bureau of Counterterrorism.  Or, more accurately as of last week, within the newly renamed Bureau of Counterterrorism and Countering Violent Extremism. The name change isn’t just semantics, but reflects an important shift in the way the United States has come to view the global struggle against terrorism – as both an immediate fight and long-term challenge in its prevention.

What do we really mean when we say “countering violent extremism?” It means being proactive about disrupting attempts by violent extremists to radicalize, recruit, and mobilize followers to violence.  That starts with identifying and addressing factors in countries, communities, and societies that make it easier for those violent extremists to entice people to follow their ideology.  Things you all here in BiH are very familiar with – like corruption, lack of economic opportunity, and perceptions of discrimination against specific ethnic or religious groups.  

Along with the announcement of the name change for my bureau came the rollout of a new strategy.  One that focuses more on preventing the rise and spread of terrorist threats.  The State Department, in conjunction with USAID, is expanding CVE partnerships and programming with both government and non-government actors around the world, while increasing our diplomatic engagement on countering violent extremism.  The new strategy is no secret – you are welcome to read it yourself at http://www.state.gov/documents/organization/257913.pdf

What does all of this mean here in BiH?  As Ambassador Cormack frequently notes, we have fairly strong cooperation with institutions in BiH on counterterrorism – the more immediate, operational aspect of the struggle. 

Countering violent extremism is a long and difficult challenge, but as the English philosopher Edmund Burke once famously said, “the only thing necessary for the triumph of evil is for good men to do nothing.”  I’m encouraged by the willingness of my friends and colleagues here in the government, academic institutions and civil society to address and better understand the challenges we face. And when it comes to the very real threat of Daesh, or the so-called Islamic State, I’d like to particularly acknowledge the courageous stance taken by Reis Kavazovic to confront and condemn violent extremism.  Frankly, sustained efforts to counter distortions of Islam, denounce violence and promote centuries-old practices of inclusion and coexistence represent the finest traditions of BiH.      

It is no secret after all these years that the United States remains steadfastly committed to the well-being of every citizen in BiH.  The United States also maintains its strong commitment at home and abroad to the freedom of religion and the rights of all believers, regardless of their faith, to express themselves and worship in peace.  That simply does not include the right to advocate for violence.  

There is one piece left – the role of you…the people of BiH.  The truth is that “Countering Violent Extremism” starts with simply countering extremism, and that is the responsibility of each and every citizen of every country – to reject intolerance.   I continue to follow events in BiH closely.  I have no illusions about the challenges ahead, and know all too well that the use of negative, nationalistic rhetoric can undermine stability, security, and fundamental well-being faster than any small number of violent extremists ever could.  But also I’ve seen what the citizens of BiH have been able to build together when they set their minds to it, and am confident that the best is yet to come. You deserve nothing less.
