Iako šef razvojne agencije i viši savjetnik u američkoj vojsci imaju različite odgovornosti i partnere, obojica smo se lično uvjerili u nesposobnost vlasti u Bosni i Hercegovini, na svim nivoima, da odgovore na potrebe građana. Tragične poplave su porodicama oduzele dvije najpotrebnije stvari – sigurnost sopstvenog doma i produktivno zaposlenje. Ali, političari u BiH su se pokazali nesposobnim ili nespremnim da prate napore međunarodne zajednice, makar i sa pola intenziteta, odlučujući da se ponašaju po svom standardnom običaju favoritizma, interesa stranke, tajnih dogovora i prebacivanja krivice na drugog.

Na donatorskoj konferenciji održanoj u julu, međunarodna zajednica je osigurala više od 800 miliona eura u cilju pomoći poplavljenim područjima. Više od 100 miliona eura od tih sredstava je već potrošeno na humanitarnu pomoć koju je međunarodna zajednica uputila neposredno nakon poplava ili na projekte  obnove i oporavka od poplava. Međutim, međunarodne institucije su vlastima BiH obezbijedile više od pola milijarde eura za pomoć i oporavak od poplava. Malo je šta od tog novca stiglo do ugroženih građana ili opština. Četiri je mjeseca prošlo od prvih poplava, a bh. političari niti imaju kakav plan, niti čak ozbiljnu ideju koju bi mogli ponuditi za oporavak. Žrtve poplava skoro ništa nisu dobile osim praznih obećanja i izgovora od svojih lidera. Umjesto toga, ti isti lideri su brzo iskoristili međunarodnu pomoć da napune vreće kojima pokrivaju postojeće rupe u budžetu koje su nastale kao rezultat njihove politike, a vrlo malo sredstava je otišlo za pomoć poplavljenim. A sada traže preostala sredstva?

Evropska unija i Ujedinjene nacije potrudile da brzo saniraju štete u školama. Hiljade preduzeća i poljoprivrednika će se moći vratiti produktivnom radu jer su se USAID, Vlada Švedske, Vlada Norveške i druge organizacije potrudile da pomognu ponovnom pokretanju biznisa. Osnovna infrastruktura, poput mostova, vodovoda i puteva je brzo popravljena zahvaljujući zajedničkim naporima međunarodne zajednice. Ali, šta su same bh. vlasti uradile na tom polju?

Jasno je da ima i svijetlih primjera. Oružane snage BiH, osoblje Civilne zaštite, volonteri, angažovali su se hrabro i neumorno u prvim danima nakon poplava. OS BiH i dalje provode aktivnosti, te sada rade na projektima deminiranja, čišćenja puteva i na obnovi infrastrukture. Ministarstvo finansija i Centralna banka su brzo reagovali da bi oslobodili fondove USAID-a sa ciljem implementiranja naših najhitnijih projekata. I mi i građani BiH smo im zahvalni na tome.   

U poplavljenim područjima su se rafting klubovi, lokalne grupe, dijaspora i određeni opštinski lideri angažovali kako bi jedni drugima pomogli bez obzira na njihovu etničku, vjersku ili političku pripadnost. Nažalost, ova nastojanja ignorisali su političari koji su izgradili lične imperije ponavljajući priče o tome kako razlike među etničkim grupama ne dopuštaju zajedničko funkcionisanje, priče o prošlim neprijateljstvima i viktimizaciji. Građani ove zemlje to prepoznaju kao političke taktike korištene u prošlosti da bi manipulisali, zavadili i kontrolisali ljude.  Građani znaju da njihovi političari koriste zastrašivanje i nesigurnost kako bi izbjegli transparentnost i odgovornost. To teško da može biti recept za prosperitetnu i uspješnu budućnost na koju djeca BiH imaju pravo.

Sudija Vrhovnog suda SAD, Louis Brandeis, poznat je po izreci ”sunčeva svjetlost je najbolji dezinficijens”. Iako nam svakako treba više sunčeve svjetlosti, on sigurno nije govorio o vremenskim prilikama. Njegova poruka je da  transparentnost najbolje osigurava da se javne politike izvršavaju u skladu sa javnim interesom. Međunarodna zajednica može opravdati svaki svoj trošak. Mogu li to tvrditi i političari u BiH? Građani znaju istinu i moraju biti spremni zahtijevati više.

Oktobarski izbori su prilika da građani iskažu svoje stavove i odaberu budućnost kakvu žele. Poplave su otkrile nebrojene primjere onog najboljeg u reakcijama običnih ljudi u BiH i najgoreg u reakcijama političarima.  Građani BiH zaslužuju bolje i za sebe, i za svoju djecu i unuke. Jedini način da se to desi jeste kroz zahtijevanje odgovornosti – i traženje da se tog standarda pridržavaju pobjednici na sljedećim izborima.

While the head of a development agency and the senior American military advisor have distinct responsibilities and partners, we have both personally witnessed the same failure of the governments in Bosnia and Herzegovina, at all levels, to serve the needs of citizens.  The tragedy of the floods stripped families of the two things that they need most - safe housing and productive employment.  But the politicians of BiH have shown themselves incapable or unwilling to meet the international community even half way, preferring to focus on their standard approach of cronyism, party advantage, back room deals, and blame shifting.

At the donor conference held in July, the international community pledged over 800 million Euros in assistance for the flood-affected areas.  More than 100 million Euros of this money has already been spent or programmed by the international community in the immediate aftermath of the humanitarian disaster and now in the recovery effort.  However, international institutions have offered more than half a billion Euros in assistance to the government of BiH for purposes of flood relief and recovery.  Little to none has reached citizens or municipalities in need.  Four months after the initial floods, politicians throughout BiH have no real plans, or even serious ideas, to offer for recovery.  Flood victims have seen little to nothing except for empty promises and excuses from their leaders.  These same leaders instead quickly apply international assistance to fill their coffers to cover existing budget shortfalls that are the result of their policies, with little directed for flood response.  Now they ask for full payment of remaining funds? 

Every student in the flood affected areas will be able to return to school this month.  This is because the European Union and United Nations have moved quickly to repair schools.   Thousands of businesses and farms will be able to return to productive work.  This is because USAID, the Swedish government, the Norwegian government, and others moved quickly to restart businesses.   Essential infrastructure like bridges, water supplies, and roads are being repaired due to the collective efforts of the international community.   But what have BiH’s own government bodies done?  

There have been some clear bright spots.  The Armed Forces of BiH as well as many civil protection personnel, first responders, and volunteers were courageous and active in the immediate aftermath of the flood.  The AF BiH have sustained their engagement and are currently conducting demining, clearing roads, and repairing infrastructure where approved.  The Ministry of Finance and Central Bank moved quickly to release funds to USAID to ensure that our most essential work could be completed. We are grateful for that, as are BiH citizens.

In affected areas, rafting clubs, local groups, diaspora, and select municipal leaders all reached out to help one another regardless of ethnic background, religion, or political party.  Unfortunately, these efforts were dismissed by politicians who have built their personal empires on the constant narrative of ethnic disharmony and dysfunction, past grievances, and victimization.  Citizens of this country recognize these as political tactics used throughout history to manipulate, divide and control people.  They know their politicians are using fear and insecurity to avoid transparency and accountability.  This is hardly the recipe for the prosperous and successful future the children of BiH deserve. 

US Supreme Court justice Louis Brandeis famously said that "sunlight is the best disinfectant."  While we clearly need more sunshine, he was not talking about the weather.  His message was that transparency is the best assurance that public policy is executed in the public interest.  The international community can account for all of our expenditures.  Can the BiH politicians say the same?  The citizens know the truth, and must be prepared to demand better. 

October’s elections are the time for all citizens to be heard and to choose the course for their future.  The floods revealed countless examples of the best of the ordinary people in BiH in their response, but the worst of their politicians.  Citizens in BiH deserve more – for themselves, their children, and grandchildren.  The only way to get it is by demanding accountability – and holding the winners in the next elections to that standard.
