Razotkrivanje teorija zavjere: Oprostite, ali nećemo biti vaši neprijatelji
Kako dani postaju sve duži a snijega je sve manje, dolazak proljeća je svakako
olakšanje. Ali, ove godine često slušam i čitam o nekoj drugoj vrsti
proljeća u Bosni i Hercegovini. O onoj koju sam, navodno, “skuhao” ja, moja
vlada, čak i neki drugi “stranci.”
Iako teorije zavjere nisu neobična pojava u javnom dijalogu, ove su izjave
toliko smiješne da ih se ne može ozbiljno shvatiti. Smatram te optužbe
nesuvislim i vjerujem da ovakve priče o zavjerama služe samo da bi se odvratila
pažnja od problema u ekonomiji, pravosudnom sistemu, političkom zastupanju
građana, borbi protiv korupcije, itd. Srećom, slično reaguju i obični
građani u cijeloj BiH kao i velika većina lidera u vlasti i lidera političkih
stranaka. Malo je onih izvan BiH koji su poput SAD tako dugo i naporno
radili na uspostavi mira u ovoj zemlji, na obnovi njene uništene infrastrukture,
na razvoju njene krhke demokratije, na snaženju pravne države, na ostvarenju
pravde za žrtve rata i pomoći u otvaranju novih radnih mjesta. Ideja da
mi podstičemo rušenje bilo koje vlasti u BiH ne samo da je nesuvisla, nego je
uvredljiva i nema nikakve veze sa stvarnošću.
Naša dugogodišnja podrška civilnom društvu i građanskom aktivizmu svakako nije
nikakva tajna. I tu nema skrivenih namjera. Ona je direktno vezana
za cilj za koji se, prema sopstvenim riječima, zalažu lideri koji su na vlasti
i lideri političkih stranaka u BiH, a to je puna integracija BiH u
evro-atlantske institucije. Da bi to postigla, Bosni i Hercegovini je
potreban energičan i angažovan sektor civilnog društva i institucije vlasti
koje su transparentne i odgovorne. Moj tim radi sa građanima i građanskim
organizacijama u cijeloj BiH koje žele doprinijeti boljem stanju u zemlji i
poboljšati život njenih građana. Naši programi pomoći preko USAID, ambasadini
programi malih grantova i drugi programi su u 2012. godini iznosili preko 45
miliona dolara.
Pomažemo razvoj drvno-prerađivačke industrije i pomažemo firmama da svoje
proizvode pokažu svjetskom tržištu, da povećaju prodaju, izvoz i broj radnih
mjesta. Stimulišemo male farme i zadruge u okviru kojih žene pokreću sopstvene
firme, povezuju se sa drugima, otvaraju nova radna mjesta i transformišu svoje
živote. Pomažemo preuređenju javnih zgrada kako bi vlasti mogle pružiti
bolju uslugu, pomažemo smanjenje zagađenosti i potrošnje struje, te
radimo na podizanju svijesti o ekološkim pitanjima.
Okupljamo mlade ljude preko vještačkih granica sa namjerom da utiču na
poboljšanje usluga u svojim zajednicama, da postanu poduzetnici, da uče
engleski jezik i da uče o društvenoj odgovornosti. Pomažemo da žene iz svih
sektora zauzmu mjesto u društvu koje im pripada. Pomažemo gradnju stambenih
objekata za povratnike i one koji su još od rata raseljeni. Pomažemo BiH
da se oslobodi mina.
Pomažemo osnaživanje demokratije i vladavine zakona dok podstičemo građane da
budu aktivni sudionici pozitivnih promjena. Pomažemo organizovanje
građana u borbi protiv korupcije. I toliko toga bismo još mogli navesti.
Ponosno mogu reći da smo istinski prijatelji ove zemlje i njenih građana. Eto,
to je upravo tako.
Ovdje
radimo u partnerstvu sa sektorom civilnog društva koji insistira na reformama i
promjenama koje su neophodne za evroatlantski put Bosne i Hercegovine. Građani
žele odgovorniju vlast, poštivanje ljudskih prava, mladiće i djevojke koji su
aktivni lideri u društvu i još mnogo toga. Ono što oni rade je ključno za
demokratiju. Mi im pružamo podršku od kraja rata i nastavićemo to činiti.
Isto
tako, nastavićemo se sastajati i raditi sa političkim liderima i predstavnicima
vlasti u BiH uz ovakvu poruku: Ostavite po strani političko pozerstvo, jalovu
retoriku i da, teorije zavjere. Fokusirajte se na stvarne probleme sa
kojima su suočeni građani BiH. Od reformi koje su neophodne BiH kako bi
napredovala na putu ka potpunoj integraciji u evroatlantske institucije imaće
koristi svi građani.
Proljeće
je vrijeme ponovnog rađanja. Nadam se da će BiH, skoro dvije decenije nakon
okončanja rata, ponovo ući u period obnove, period optimizma, period u kojem
neće biti zaokupljena sitnim političkim mahinacijama, teorijama zavjere i
egocentričnim pojedincima, nego budućnošću ovog društva i izgradnjom zemlje
kakvu biste željeli da vaša djeca naslijede.
Debunking Conspiracy Theories: Sorry, We Won't Be Your Enemy
As the days become increasingly longer and the snow more scarce, the transition into spring is typically a relief. But this year, I keep hearing and reading about a different kind of spring in Bosnia and Herzegovina. One that is allegedly being cooked up by me and my government or even other "foreigners."While conspiracy theories are not uncommon in the public dialogue, these assertions are simply too ridiculous to take seriously. I find the allegations bewildering and believe these conspiracies serve only to distract from inadequacies in the economy, the justice system, political representation, fighting corruption and more. Thankfully, this is also the typical response from ordinary citizens throughout BiH as well as the vast majority of political and government leaders. Few outside of BiH have worked harder or longer than the U.S. to bring peace to this country, to repair its ruined infrastructure, to develop its fragile democracy, to strengthen the rule of law, to bring justice to the war's victims and help create jobs. The idea that we are fomenting an overthrow of any government in BiH is not just bewildering, it is insulting and out of touch with reality.
Our support for civil society and civic activism is longstanding and certainly no secret. And it is not for hidden purposes. It is directly linked to the goals to which political and government leaders in BiH say they are committed: integrating BiH fully into Euro-Atlantic institutions. To do this, BiH needs a vibrant, engaged civil society sector and government institutions which are transparent and accountable. My team works throughout the country with citizens and civic organizations which want to improve this country and the lives of its people. Our assistance programs through USAID, the Embassy's small grants programs, and other sources totaled over $45 million dollars in 2012.
We are helping grow the wood furniture industry and assisting firms to exhibit their products abroad and increase sales, exports and jobs. We are helping support small farms and cooperatives where women are starting their own businesses, networking, creating jobs and transforming their lives. We are helping retrofit public buildings to improve government services while reducing pollution and energy consumption and working to raise awareness on environmental issues.
We are bringing young people together across artificial barriers to improve their communities through service, become entrepreneurs, study English, and learn about citizenship. We are assisting women from all sectors to take their rightful places in society. We are helping build housing for returnees and those still displaced from the war. We are helping rid BiH of landmines.
We are helping strengthen democracy and the rule of law while encouraging citizens to play an active role in bringing positive changes. We are helping to organize citizen efforts to end corruption. And on, and on. I am proud to say that we are a true friend of this country and all its citizens. It is as simple as that.
The work we do here is in partnership with
a civil society sector that is pushing for
the reforms and changes necessary for BiH's Euro-Atlantic integration. Citizens want to see more
accountable government, respect for human
rights, young people and women who are active leaders in society and more. Their work is essential for democracy.
We have supported them since the end
of the war, and we will continue to do so.
Likewise, we will continue to meet and work
with political and government leaders in BiH
with the following message: Set aside political
posturing, unproductive rhetoric and, yes, conspiracy theories. Focus on the real issues faced by the citizens of BiH. Making the reforms necessary to move BiH
forward toward full Euro-Atlantic
integration will benefit all citizens.
Spring is a time of rebirth. I hope, nearly two decades after the war ended, that BiH will again enter a period of renewal, a period of optimism, a period focused not on petty political machinations, conspiracy theories or individual egos, but focused on the future of this society, and building the country you want your children to inherit.
